It may be that Bacup is going through its misunderstood-teenager years, after a significant rebirth, and with the Rossendale Council moving some of its offices into the centuries old town. The Council has not been one of Valley's single redeeming features since it was damned in an 2004 Audit Commission report as the worst local authority in the country, but hopefully it, and Bacup can help each other through this difficult time. Bacup Views

As you can see from the picture to your right, Bacup is in such a state of financial difficulty rather than erect a sign welcoming people to Bacup they opted instead to attach a cheap plaque to a rock. How proud the inhabitants must be.
These sentiments may of course all be as inaccurate as Mr Vincent's "gay fairy" titbit; it is doubtful anyone would be willing to check.
