This should be locked as it is invalid otherwise. An open policy means nothing as there is no-one liable to take control of it. The history of changes does not matter as the policy would have to be based on the on-line one (otherwise you'd have numerous active policies for the same task), creating a loop-hole large enough to contradict the whole idea.
